Carl served as Interim Police Chief, he retired from the Newport News Police Department in January 2006 after serving the city and its citizens for 32 years. Carl was selected as Chief of Police for Norfolk State University Police Department and is a graduate of the Leadership Institute sponsored by the Virginia Peninsula Chamber of Commerce. Carl has received numerous awards to include "Man of Distinction Star in Law Enforcement" from the 100 Black Men of America, Inc.
